State Ballot Questions

Question 1–Casino Gaming This question asks whether a new state-operated casino should be allowed in Tiverton. It would require approval of voters both in Tiverton and throughout the state. The casino would be owned by Twin River and feature video-lottery games and table games. Once built, it would replace Newport Grand.

Question 2–Ethics Commission In 2009, the Rhode Island Supreme Court ruled that lawmakers have immunity from Ethics Commission prosecution in cases involving their “core legislative functions.” Approval of this question would restore the commission’s power to hear ethics complaints concerning members of the General Assembly.

Question 3– Veterans Home Bonds Whether to authorize the issuance of $27 million in bonds to complete the construction of a new state veterans home and to support renovations of existing veterans facilities in Rhode Island.

Question 4–Higher Education Bonds Whether to authorize the issuance of $45.5 million in bonds to pay for higher education-related construction projects. $25.5 million would renovate and construct an addition to Bliss Hall at URI’s College of Engineering, while $20 million would go toward a URI-affiliated innovation campus to build the state’s economy.

Question 5–Port Infrastructure Bond Whether to authorize the issuance of $70 million in bonds to fund improvements to the Port of Davisville at Quonset Business Park ($50 million) and the Port of Providence ($20 million).

Question 6–Green Economy Bonds Whether to authorize the issuance of $35 million in bonds to fund improvements to state parks, preserve open spaces, develop bikeways, clean up contaminated land, reduce stormwater pollution, and purchase open space and parklands.

Question 7–Housing Opportunity Bonds Whether to authorize the issuance of $50 million in bonds: $40 million to fund the construction of affordable housing and $10 million to support urban revitalization and blight remediation.
